how would u clean it up?

We have Dredging Barges in NY. We use it for the mil foil in canals, lakes and rivers but, it will also extract garbage as well.
Buy yourself a wet suit and a spade.
the only way is by boats and nets
have some trucks waiting to remove the collected trash ,on the sides
and stop more trash from getting in
and that is a big job in itself .maybe requiring alternative dumping ground ,and local laws ,vigilance and education.
and add floating water plants to assist decontamination.
and secure incoming flows with filters either from chicken wire or
natural ones including semi aquatic plants ,reeds and bamboos.
usually a community effort or at least local councils with equipment and man power,
Money and lots of it.
depending on how large the lake is, you could drain and then make a conventional clean up. otherwise, nets would be the best answer.
It depends on if the sediment is contaminated. If not, debris removal could be accomplished by hand or net and the material properly disposed of.
If it is contaminated, your looking at a major dredging operation where the dredge spoil is removed and impounded in a permitted site. Not a job for armatures.
